Strong schools need more than good intentions. They need informed leadership, sound administration, and a clear understanding of the education system.
Dr. Maheshkumar Ishwarlal Joshi brings 36 years of experience in school education and government administration to Sadguru Educonsultants. As a former Director of Primary Education, Government of Gujarat, he has worked across school leadership, education policy, regulatory matters, and large-scale administrative reforms.
Today, he brings this experience to schools across Gujarat, helping school management teams address complex challenges, strengthen their systems, and keep student development at the heart of their decisions.
A JOURNEY IN EDUCATION
From School Leadership to State-Level Education Administration
Dr. Joshi’s career spans several levels of the education system, from leading a government school in a tribal community to holding senior administrative positions in the Government of Gujarat.
His professional journey has given him a practical understanding of the challenges faced by school leaders, teachers, administrators, and education authorities.
STATE EDUCATION ADMINISTRATION
Director & Joint Director
As Director and Joint Director at the Directorate of Primary Education, Gandhinagar, he contributed to state-level policy implementation, administrative improvements, and initiatives to strengthen primary education.
BOARD ADMINISTRATION
Secretary & Chief Executive Officer
Earlier, as Secretary and Chief Executive Officer of the Gujarat Secondary and Higher Secondary Education Board, he held a statutory leadership role overseeing board administration for more than 8,000 secondary and higher secondary schools.
His experience combines classroom understanding with the administrative, regulatory, and policy knowledge required to guide educational institutions.
CONTRIBUTIONS TO EDUCATION
Contributing to Policies That Shape Education
Throughout his government service, Dr. Joshi contributed to important education policies, regulatory frameworks, and administrative reforms in Gujarat.
His key areas of contribution include:

National Education Policy 2020
Served in the state-level NEP implementation and advisory process.

Fee Regulation Act, 2017
Contributed to the core drafting process for the Gujarat Self-Financed Schools (Regulation of Fees) Act.

Gujarati Language Education, 2023
Contributed to the framework for compulsory teaching and learning of Gujarati.

Teacher Transfer and Recruitment Rules, 2023
Contributed to the development of teacher transfer rules and special educator recruitment rules.

Right to Education
Participated in RTE implementation work, including the implementation committee for Ashram Shalas.

Digital Transformation
Led initiatives including the Online Teacher Transfer System and the RTE portal to improve administrative processes and support enrolment under RTE quotas.
These responsibilities gave him direct insight into the policies and processes that influence school operations, staff administration, regulatory compliance, and student access to education.
